I have the Synergy V Model RT-U63CP Universal/DVR Remote Control that I obtained from Time Warner Cable with their Scientific Atlanta HD set top 3250HD. Does anyone have the code for an Olevia 232 V television for this remote?

I have time warner too, and I've found that the code 1610 works for my remote as well as some of time warners other remotes. Try that and if it doesnt work the other 3 codes they have are 1144, 1240, and 1331. (though it seems that the 1610 code works for most olevia tvs, and most time warner remotes).
