upload/download from computer and maybe computer
database upgradable via internet

If you want a touchscreen, the Philips Pronto is the right remote for you, with prices starting around $300 or so, but you can used ones for less.

If you want a buttoned remote, you could try a One For All (or Radio Shack) universal with a JP1 cable, combined price starting at around $34.

I would suggest an AMX MVP-8400, with a NI-3000 Processor....... Great Database of commands, just takes some Line coding to get it all working together.... Should run in the neighborhood of $8000 with a WAP and Powersupply. $10k if you want someone else to program it.


Or a Pronto would be OK too I guess........
