I have this small RF switch that allows me to turn on my outdoor fountain from inside the home. Can the Pronto 7000 learn the RF code to power this switch?

The pronto can not directly learn a "RF" signal, only infrared. Do some looking around though and you may find someone that has created the necessary code for you.

You can only control an RF device if it happens to use the same RF frequency as your 7000, uses the same encoding technique and you can somehow get the codes. This is very unlikely.
