Do you have removed the pronto-icon from system page? If no, hold it down for more then 3 seconds.

The Tools button on the 3000 used to be below the screen on the far left, accesible via a hard button.

If it is covered up or deleted, the other way to get to the Tools menu is to hold down the Pronto Icon at the top of most stock configurations. You have to hold it 3-4 seconds.

If you have removed it or covered it up, I think you can program any button to link to the tools menu. If you are programming a new button, you will want to look at the bottom of the button properties menu and use the Special Actions area. I think Tools is a choice in there. Probably still needs a 3-4 second press.

Or you can just add a button some where on all your pages for it. That is what I did. I have a little wrench in the bottom left of all my pages.
