I doubt that the Russound is that picky about carrier. But you don't know till you experiment.
To approach it more systematically, you might want to address the various unknowns individually.
First, try working with a cleaner copy of the JVC vol+ command

John, the Russound code with JVC freq controlled the Russound just fine. I will try these other codes and see what happens.

No, it's not progress and may be a dead end.
It seems to indicate that the Pronto firmware may be playing games with the code. There's no logical reason why the JVC code worked when followed by one Russound code but not when followed by two copies.
Without knowing what the Pronto is actually transmitting, I'm not sure what to try next and don't have time to experiment.
Here's two codes that reverse the order. If neither work, I'm all out of ideas.

But if the Russound in 18 worked AND the Russound part of the combination in 19 worked, I don't see how the Russound part of 20 can fail. Dave is right the the NG firmware and PENG can do strange things, so we don't really know it's sending the signals we construct, but I don't like to blame that for everything. Often the problem is something else and the NG and PENG problems are just distractions.

The JVC at russound freq worked for the JVC, but the combined in Post 22 didn't work.

This bites. I do notice that PPENG is changing the code a little bit (bumping numbers by one or two ie, 300 to 2fd) I Don't know if that would make a big difference or not.

Just for clarity, the code in post 20, it works for Russound, not JVC. I didn't mean it didn't work at all.
Code posted in 22 is the same. Russound works, jvc no.
