The "Tools" left hard button is hardcoded on the system page - previous to upgrading my firmware this wasn't the case, which allowed me to assign this button on my different device pages.
But now I can't seem to override the tools button - at least on the system screen. It appears that it also overrides every other pages commands that I assigned to this button.
Anyone have any ideas on this one?

You can assign the Tools function to any button anywhere.
On the System page, you can add or remove any fuction by changing the action list on the button. You can also change the label.
You should find that any action you place on a button at a device level overrides the system setting.

Unfortunately, that is not the case since I updated to the new firmware (version 15). I had it set up that way. Now my file will not allow me to edit the label "tools" on the system page - it is "dehighlighted" - and I can't get at it to edit it... so it appears that the left button on my device pages work correctly, but show "tools" instead of the label I designated in the device layout (such as "exit")... very frustrating

I had the same problem. The ir command that I put on to that button worked fine, I just couldn't re-lable it. I got around this by simply deleting the 4 buttons on the system page and reconstructing lables with new buttons with out any ir commands. Just put in a short delay in the actions to be sure it will show up on the final configuration.
Assign a button somewere else in the remote with the "TOOLS" action to get to that part of the remote. I have header bars that are not buttons on every page in the remote to let a customer know what device they are operating. I assigned the "TOOLS" action to "Theater Home" header. It looks and acts like every other header because the customer doesn't know that they can push and hold it for 3+ sec.

When I upgraded (to the latest version firmware and new ProntoEdit software), the "tools" button showed up on every page of every device (over-riding my setting). The solution was to merge my "older" version PCF with a new clean version of the system page. This updates the "look" (and the XML I believe) of the device pages header and footer. After this merge, my buttons all labeled correctly and worked right too. I'm not sure if this is what your problem is, but I hope it helps.
