Is the new ng editor compatible with an older TSU3000?

"Older"? The TSU3000 isn't that old yet.
Do you mean the TSU2000? If so, no.

If you are referring to things such as HardKey Punch-Through, etc... The Editor and the newer firmware are a matched pair.
Sure, you can edit older PCF files with the newer editor. When you save them, they will most likely be in a newer format that the older editor may not be able to read.
I suspect that you can even download PCF files generated with a new editor to remotes with older firmware.
However, without newer firmware supporting all the new features, the new features that the latest editor allows will NOT work.
