I have tried everything I can think of, so now I need your help.
1) On button will not turn on the TV, but it will turn it off. (more then just TV)
2) Off button will not turn on the TV, but it will turn it off. (more then just TV)
3) Power button (only TV) turns TV on and Off.

the real problem is that the TV is in Europe (Panasonic) and I am in Canada, so when I want to try something I have to bother other people.

ANY BUTTON that will guarantee a "state" such as off is a discrete code.
SO;
1) The off button is discrete off.
2) The off button
then a delay command
then power on/off button will yield a discrete on!

At this point I don't care a bout discrete codes. The problem is that the IR for power works iff the button only sends one command. If I add to the button a second command (before or after the power command) it will not turn the TV on any more, (while it still will turn off the TV). I have tried lengthening the code, I have tried up to a 2sec delay, I just don't know what else to try.

There is one subtle difference between a button with just one IR command, and a macro. The former transmits for as long the button is pressed. The latter transmits for the exact time as defined in the iR Code.

Don't know if knowing that helps.

There is a "minimum number of repeats" that's used for "hold-down" buttons. When you just tap the button it's supposed to repeat x number of times as a minimum, and more if you hold down. The recent RC5000 software has a bug there in that it has a much shorter number of repeats, and commands often aren't recognized by Sony and Mitsubishi devices.

Macros have an even longer number of repeats to ensure the command gets through. That's why RC5000 users can fix the "too short" problem by making their buttons a 2-step macro -- though doing that will lose the "hold" feature.
