Can anyone explain what the purpose is of having a starting bid of $250, then writing in the description "reserve is set at $340 plus $10 shipping"? What's the point?

(1) Pronto with a starting price of $250 and a reserve of $340 (2) Pronto with a starting price of $340
If there were 2 Prontos listed as above, I believe more people would bid on #1 simply due to the fact that "$250" is displayed next to the item on the listing screen instead of "$340". The excitement of the "find" would already have set in before the bidder sees the "reserve set at $340" text in the later description page.
