Is it only used when you don't have any action on the button? If you have action on a button does it take up memory if this is filled in?

It's really for building templates for use on the remote. For instance, the default CCF file the Pronto comes with has light gray buttons that show in LEARN or LABEL mode to indicate that those particular buttons will not be shown in normal use. Using ProntoEdit? You don't need 'em.
