When I have tried to program the cursor (hard buttons) in a Pronto Next Generation remote (TSU3000) with the "cursor mode" is set to off it beeps as though it has learned the desired functionality however when I go to test it the desired infared code isn't even sent at all (needless to say I have no idea if it even has the right code store). I know it is not being sent because... the infared eye that relays all signals to my devices (behind cabinet doors) doesn't blink as it should when it receives a command from any remote.

Instead of learning to the hard buttons, use links to the hard buttons.
Create a page and learn all your IR codes for the device to soft buttons on that page. The buttons don't have to be anything fancy as they will will only be used to link from another soft button or hard button. Then use links from the hard buttons to the IR's on this page.
One advantage of this is that is you get a new device (such as a new DVD player) then you just update the IR's on this page and all your links, macros and etc. will be updated automatically.
