How can I change the scroll arrows in the upper and lower fields of the remote to go in the other direction. I can use the (Channel +-) hard keys but they have to be programed with the + key jumping to the scroll down function and the - key to the scroll up function.

What do you mean in the other direction?
Do you want the up arrow to change the page to go down?
Why would you want to do that?

You can hide them, but you cannot change their meaning.

Yes: If you look at the lower left of screen you can see how many panels/tabs you have for a particular device. Right now if I press the upper scroll arrow the panels will go backwards/the numbers in the lower left will count down in reverse, ie-4,3,2,1. To me that is going down/backwards/reverse. I was able to program the (Channel) hard keys to work the way I like.

You do have the to provide custom Scroll icons. However, providing custom icons does not change the functionality. There is no way to accomplish that.
For my CCF, I chose to hide all panels and do specific jumps to panels. What this meant in some circumstances was that I had to split a device into multiple devices each containing panels if I wanted to achieve Scroll-type functionality using hard buttons.
Why? Simply because I did not like the scrolling graphics on the pages. This was just my preference and I don't necessarily recommend it for everyone.

I think most of us do like Lyndel and not use scrolling. I find it makes the interface easier for the users

Additionally, jumps to a page are slightly faster than scrolls. Probably because of the animation. Jim L
