Pronto PC keyboard using Girder - problems

I've set up a "keyboard" page on my Pronto (RU890), containing a qwerty keyboard layout. It's to be used to control a PC via IRMan. I've mapped each key to an IR code (using codes from Robert Kreisler's COMPUSA IR Keyboard ccf downloaded from this site), and created a keyboard action for each key in Girder 3.2. The actions aren't specifically targeted (i.e. they go to the foreground window).

When I try to use these actions in any windows application (I've tried IE, Notepad and Wordpad so far), only 19 of them result in an action (out of 40 or so keys). Many of the keys don't actually generate hardware events in Girder.
I've tried the "alternative proc" option in Girder, but it makes no difference. I've also posted this problem to the forum on the Girder site, but haven't had any luck yet.

Does anyone know why this might be happening, and how I might cure it?

When you say they don't generate HW events in Girder-- does that mean when you were creating the events in Girder, they didn't register? How far away are you from the IR Receiver? Are you using IR Man or another IR Receiver?
