Honestly?
None.
There's really no good way to "convert" grayscale to color and get a result that is even reminiscient of artwork that was created in color. While grayscale artwork can serve as a template for recreating interface elements in color, there's no magic bullet that will make the transition both easy and good looking.

Yes, you'll probably get the best results if you start from scratch. However, if you're just trying to colorize an existing CCF, start with the grayscale bitmaps, and use them as templates to draw over. You'll find that easier than just drawing new ones totally from scratch.
With my CCF, I did a cross between the two. The old bitmaps served as the base for conversion, but I created new elements to overlay the old ones. For example, many of my buttons have a round disc and a white area for a label. I created new color elements that fit these two areas and rebuilt each grayscale button with the new color elements. This let me maintain the exact layout of the old CCF, but still have the new color look.
