So then I guess it really would be hidden if there was no button to take one directly to that panel. OK, now I get it. Thanks!

accessible hidden panels are used for several reasons
1) to get rid of the scroll arrows
2) Direct access (like tabs to each panel means there is no need to scroll to the right one)
3) You have more control over what panels are accessible and from where
4) Uniformity. Some times they could be useful, but you don't want them ton only appear some times.
