I would like to have my "power on" macro set the volume of the receiver to a specifc level (to ensure that if it's working, you'll hear it or not).
I could program 200 "volume up" button presses, but besides being extremely messy and hard to edit, it only moves the volume knob a tiny amount and would consume a lot of memory.

The only solution I can envision for this is if the Edit software allows you to say "send command xxx times" or "repeat for xx seconds" to properly simulate the holding down of a button.

Is this possible, or is there another solution here?

As far as I can see at this point, ProntoEdit only provides for essentially the same idea, however of course you can copy the commands within the macro. I would however also suggest that you first ramp volume all the way down (enough to ensure zero) then ramp back up to the desired level. I would also suggest powering up the receiver in a non-valid source, doing your volume commands down, then selecting the actual desired source and ramping volume up. This way, you won't get any undesired "blasts" when first powering up, not knowing where things were left on power down. Of coirse you could do the volume down in the power off macro but this again assumes that power was not shut off at the front panel. As far as memory is concerned, I don't think you need to worry much about that as I would think that Pronto actually only stores the code once and then just reruns the same "lookup" the multiple that you invoke.

Unfortunately ProntoEdit doesn't provide a method for setting the number of times an IR code is repeated when used in a macro. But since you can nest action lists with ProntoEdit, it isn't that big an issue. For example, create a volume down button, then a macro that contains ten aliases to that button, and a macro that contains ten aliases to that macro. One hundred volume down codes sent, very little space consumed. But remember this will take a few seconds to execute...

I think you'll need much less than 100 codes transmitted to turn it all the way to zero, in reality. Most remotes repeat their code at about 10 Hz, so holding a button down for three seconds is typically only sending about 30 codes...

Don't worry about running out of memory on a Pronto... mine's stuffed full of 'stuff', and still hovers around 40% free.

Jack's right, the only way you can be sure of consistent results is to get the equipment into a known state first. I would suggest starting with 'mute' (since this is a 'power on' macro, we can assume that the unit isn't already muted), then 'volume down' enough times to guarantee the volume is at its minimum, 'mute' again, then enough 'volume up' commands to get to the desired default volume level. Using 'Mute' is optional, and depending on the behavior of your equipment when it receives 'volume down' while muted, you may or many not want to use it.
