I am in search of discrete power on/off codes for Velodyne FSR-18 sub and Dish 1000 satellite receiver. Apparently, these codes do not currently exist. Can anyone educate me on how to create these codes using the current power codes for these two devices?

If they don't exist, you can't make them!!!

Only the manufacturer of these devices can build this functionality into new models.
