how do I make the hard volume buttons control the TV volume in more than one Device?

Set their values in the "Home" properties. They'll then be in effect for any device or macro that does not override them.

One more thing to look out for. If any of your individual devices have a different function assigned to these buttons in their properties, it'll override what you've put in 'home' properties when you're using that device.
