I tried to label the middle two hard buttons with symbols for play and rewind for my Tivo, but when I downloaded to the Neo they only showed up as little hollow squares. I know on other buttons you have to increase the font to use a symbol, but there is no option to increase the font when labeling these buttons. Am I missing something?

That is because the space on the screen for those hard button labels is limited, so it will not allow you to change the font, since it wouldn't be able to display it, if the font were bigger. For those labels, you need to stick with words, no symbols.
