It sounds like there are two possible issues...
1) The emitter is either over or undersaturating the IR sensor. If you are using an MRF-250 with this device, change the location of the emitter until you get proper consistency. Typically, the MRF-250 will run a bit hot. If you are using an MRF-300, adjust the IR output for that emitter line on the top of the MRF.
2) RF interference. Check the status light on the MRF-300 to ensure it blinks immediately with each button press and goes out when the remote is not sending a signal. If there are issues there, you can unscrew the antenna on an MRF-250 or move the antenna/adjust the RF gain for the MRF-300.
