What does this option do under the "edit" menu?

It is supposed to help you to not reposition a button simply by clicking on it. With 4pt lock engaged, when you click on a button and hold down the mouse button, the button position will not change until the cursor has moved 4 "pts". Without it, you can sometimes inadvertently move a button by clicking on it
