In the MX-3000 editor Universal Browser open the .mxf file. Then you can drag and drop pre-programmed and learned IR codes to buttons in the MX-3000 config. Save the .rcc file.

I think he was trying to go the other way, out of .mxf into .rcc. I think the only thing you can do is learn the codes straight across

You can copy IR codes from .mxf file into .rcc with the procedure I described but...
you can not copy codes from .rcc into .mxf
