Can anyone assist me with configuring my mx700 to control the Dish Network 811? I have created the device, selected the Dish 811 (IRC 122), however, my receiver does not respond. I have downloaded another member's 811.mxd and imported it, to no avail. I have used the 811's teach remote feature, which is supposed to receive a rf signal and bounce it back to the mx700 as an ir command (learning mode), to no avail.
Any advice would be appreciated.

It's probably your receiver address that's the problem. Take a look at the instructions posted here.
