Can I do the following...?

If I have a learned code in my DVD device on page 2 (for example), and want to have that same learned command on my VCR device on page 1, simply drag and drop to that second location?

or do I have to learn the code again?

You can create shortcut to the original command (on the DVD device) on the button on the VCR device.

Thanks Mike,

Now I feel dumb having to learn the same command multiple times on different pages.

Well, if you've already learned the commands multiple times, don't bother to change it. It's just that with a shortcut, if you change the original command, all the shortcuts will reflect the new command. Not a big deal either way.
