Component delay based on power state?

I have the Harmony 360 and currently am using it in a very simple configuration with just a Samsung DLP and an xbox 360.

I only watch tv via the 360, so I have customize the watch TV to:
Power on the Sammy
Power on the 360
Set the input
start media center (command to 360)
Start live tv (command to 360)

My issue is that I can get this to work fine from an off state (both tv and 360 off) if I include delays of 10 seconds after change input and 20 seconds after media center. This is due to the power up time of the xbox and the network logon time to MediaCenter.

The issue is that now if I change activities and then switch back to watch tv, the Harmony remote is smart enough to remember the power state but it still includes the delays, even though the equipment was never turned off. So I wait an extra 30 seconds for the remote to finish.

I could easily fix this with an option to set a delay based on the current power state, which of course the remote is aware of as it keeps track of that data. Can this be done??? In other words, if xbox is on then no delay, if off then add delays.

This seems to be a very generic issue that would effect alot of setups as many devices today have fairly significant start up times and require a different setting once on.

Gee - maybe that's why they give you a Power-on delay that you can set for each device that will only be used when the device is actually powered on and not used when switching activities if the device is already on?

You can also set input delays (delay after selecting an input) and inter-device delays (used to prevent interference from IR commands to other devices).
