I just got the Harmony 550 from Dell for a reasonable price and I noticed that while the remote is still in the packaging, the blue screen periodically blinks about every 10 or 15 seconds. Is this normal for the remote? I just wanted to check with you all before opening the package.

I think this is normal, because the remote comes with "demo" batteries installed. Those batteries are probably dead. You should change them before using the remote.
