Can this remote add the . or - for over the air channels?

They all can. It's an IR command in the harmony database for your OTA receiver. I mapped mine to the * key on my 659.

When you add the receiver as a device, the command will be available in the list of IR commands for that device. When you create the watch TV activity including the receiver, you can customize the activity buttons and map the - to one of the hard buttons or the LCD screen.
