There is a very good program for doing that. To use that program you need two files:

0000 are NEC. Is that correct?
Not in this list. I expect NEC codes could start that way (though the frequency is a little unusual for NEC) but the codes you posted that start that way aren't NEC.
Are the ones that start with 0000 0069 0024 0000
also NEC?

Power toggle for an RCA TV
Button name-001
A Zenith TV command, but I'm not sure what command.
Button name-004
An NEC command that is power toggle for many different brands of TV and DVD, including several Zenith TV's.
Button name-023
An NEC command. I have a very limited database here, so I don't know what device it might be for.
Button name-038
Zenith TV power toggle. Same Zenith protocol as button-001 but a different code set.
Button name-058
A protocol similar to NEC, but not quite the same. I think Zenith sometimes uses that protocol, but I don't have data on this code set.
Button name-059
An NEC signal that is the power toggle for a Hitachi TV.
Button name-064
Same Zenith protocol as button-001 but part of a code set for a Zenith Sat device and/or HD tuner.
Button name-073
Same protocol as button-058 but different code set. Used for a variety of commands (on some devices as power toggle) on a variety of brands and device types, mainly VCRs and DVDs.
Button name-121
Identical command to button-038. The tiny differences in a the hex don't represent real differences in the signal.
Button name-135
NEC again. I have that in my database as power toggle for a TV, but I don't have brand or model. I would not guess Zenith.
Button name-136
Close relative of Button-135. I don't have it in my database. I would guess a different device type (not TV) from the same manufacturer as the TV of button-135
Button name-153
NEC again. Power toggle command for MANY different brands and models of very old VCRs. Also other commands (not power power toggle) on several other brands of very old VCRs.
There is some use of that same code set to control some much newer PC media program, but I forget the details.
Very unlikely to be a Zenith TV.
