I'm browsing the Forums for over a week now and thanks to Johnsfine I'm almost there.
I Learned the codes for the device in question (Samsung Plasma). Then I pened the learned code to view the hex. I selected all the hex and copied it.
Then I pasted the code into the IRTool hex window and clicked the Decode button to display the code in its component parts.
Now I'm supposed to change the code as desired, but I don't know how?
Anyone here who can help me out?

Make sure you're using the version of IRTool that works with the DecodeIR.dll file. It should pop open a small window with the decoded details (Protocol, Device and Command number)
That's where you stop using IRTool.
You can now use Makehex (this and DecodeIR are by John). Read the readme file that comes with it for instructions.
I am assuming you want to make additional codes to try and search for discretes, etc...

Yep, I read the readme files (I know most people don't). Yes it is the right version of IRTool, the screen does pop up, but I don't know what to do next (what do I copy into MakeHex) and that's what I want someone to explain to me.

Oh, ok, you're most of the way there already.
Open the IRP file for the protocol named in the pop-up window. At the top of that file there's a line starting with "device=" Change the number to match the device number from the pop-up.
Make sure the "Function=" line has "0..255" next to it - that will create all possible commands.
Save the file.
Drag the irp file you just made onto the makehex icon. This will start makehex and it will make a file called "protocol.hex" where "protocol" is the name of the irp file you drag'n'dropped.
Open the new protocol.hex file in a text editor and you can now copy any command you want. They're listed in numerical order from top to bottom.
Anything you manually learned with your remote and decoded can be looked up in this file and you can copy out the clean hex to put back into your configuration. You can also try unknown commands to see if you can find any new functions that aren't on your remote. Be careful of netering service menus or other advanced settings modes on TVs.

The device code I got back from learned codes, which I decoded with DecodeCCF was 7
I used the NECx2.irp and did what you said.
I opened the .hex and created 255 buttons which I exported to my Proto.
Than I tested everyone of those buttons, but nothing new came up and that is why I'm confused, because I have a spreadsheet which defintly showed some discrete codes I was looking for, like:

If I understood right, this code has to be button 232 of the 255 buttons which I created, but nothing happens?

That is the right Pronto Hex for command 232 with the Protocol and device number consistent with everything else you've said.
BUT where did you get the number 232 from?
I have a bunch of data on similar Samsung models to what you emailed. Most don't have a component 3 discrete at all and the ones that do have a component 3 discrete have it as command 195. None of them have command 232 as anything.
