On Windows:

ALT+0246 -- ö
ALT+0214 -- Ö

You can also use:
ALT+153 -- Ö
ALT+148 -- ö

On Android and iOS you can touch and hold a letter and the alternate characters will pop up for selection -- ö and Ö are available.

I just tried the combinations you suggest and indeed they do not work in the RC editor. And if they don't work there, there's no way he could actually type what he wanted his name to be.

This reply is a variation of what used to be characterized as a "Microsoft answer." That is, it is technically correct but of no use whatsoever, as so many answers from Microsoft are.

I also must correct my suggested pronunciation. I left off a syllable. The correct word is pronounced more like "burrs-uh" and not like "bows-uh."

you express very well the way a lot of us are feeling about our brothers and sisters, biological or just American, dumped on by the weather.

This will be a multi-year event if ever there was one. There are more than a million people in the affected area but only 32,000 at the moment in shelters. There's a LOT MORE going on that we haven't heard about.

And then there's rebuilding....

er ... I had to use the editor to make my reply. On Windows, hold down the ALT key while typing the numbers from the numeric keypad.

There is a more traditional way of indicating this sequence (shown below), but the editor makes using and quoting this string very difficult and not worth the effort -- and don't try to edit a post. Simply entering the character in text is straight forward.

Hey i was just informed of this thread, i really had no idea until about 5 minutes ago when Zohan said something on ip.
Anyway i appreciate everything as it has been a very difficult time.
Our home and property was completely engulfed in the water.

I've "enjoyed" all of the photos and videos you have posted on FB. Really gives perspective of what's truly going on down there. That's the bottom line.

I was a Katrina first responder volunteer back in 2005.
A little expensive in the long run but worth every penny.

I'll never forget it.

Being born and raised in Kansas and dealing with tornado's and the destruction yearly,lending a hand and providing support is what we do.

Helping others in a time of need should be the first thing on our mind when a disaster hits!

I wish I was still in Kansas(much closer!)

I wish I could be in Texas RIGHT NOW!
