AT&T can give you answers at 611 about what they are doing, but the culprits are probably at Samsung. You'll need to know the phone's actual model number ("mobile device" and "Samsung" won't get you any help at all). For instance, my Samsung S4 Galaxy, from Verizon, is the SCH-I545. For Samsung phone help, call 888 987-4357.

Here's a crazy idea: are you syncing that phone with a computer? I don't see how Norton could infect a different device, but anything's possible!
A good answer is easier with a clear question giving the make and model of everything.

Do you have Norton installed on the phone? (Remove it)

Are you on a corporate network who is using Norton security to filter all web traffic? (Try a different network)

It could be click bait trying to scare you into installing malware. (Are you sure the web address is correct/safe?)

Samsung is trying to install stuff all the time. "Free trial", then $2.99/mo for something that I don't want. In some cases it is hard to determine if something has already installed itself. (I don't touch on anything unfamiliar.)

Have you ever tried calling a cellphone provider for technical help? It would be more productive to read your posts

I recommended it because I tried it and got answers about my model of phone. Perhaps people don't help you because of your attitude.

Instead of quoting all of you I will just answer.
Samsung SM-G900A
Norton not to be found or ever seen before on phone
Please don't make me call AT&T, you guys are usually much more helpfull but let me pour a drink first!
Could be click bait
Was connected by cell or possibly free ISP wifi hot spot. But no quick way to tell which. ISP provides free McAfee downloads so doubt anything to do with Norton
Works fine while on my home network
Guess I will pour another and call provider

Does Norton have a product that won't let some websites open on a network? That would do just what you're talking about:nothing on your phone and sites won't open.

Don't call YOUR ISP. I think you've said that you have a problem with another ISP, not your own. If you're going to waste time on hold with an ISP, make it hte ISP where you have the problem.
