That is the frequency the marker signal is installed at the head end so leaks in the plant may be logged, tracked and fixed. 612 is also used now.
Yes Ernie the cable system uses frequencies used by others. Since it is supposed to be a closed system they can do so. Exactly the reason for leakage detection.
Another reason you may see a cable guy cut off all of your fittings.

I've always done this with satellite, but it wouldn't work with Comcast tv would it?
