I use Google Voice. They filter out most of the spam for me. Once I added calls w/o a caller ID (blocked) to my spam list I don't get spam calls.

I mentioned AT&T calling an elevator phone back in the late 90's early 00's. Now here's proof that those phones can receive calls and the telemarketers don't know/care what they are when they first call.

I've walked by pay phones that are ringing. Perhaps this phone is someone's "office".
