I've been approached to supply video distribution and WiFi for a soon to open cybercafé. In my opinion it is not a very well defined plan, but I am curious about the legal implications for the owner. His vision is that the patrons will play video games. My read is that the customer attraction would be "gangs" of local gammers converging on the café to play other online gangs.

Should the owner require and track positive ID before allowing a logon?

I'm sorry, where does the legal question come in? I must be missing something.

I also find the concept of "Gangs" of computer users converging in a cybercafe to play games ludicrous. the whole point of online games nowadays is that you are able to play with whomever you wish without leaving the comfort of your own home.

Gangs? really?

You need a login with disclaimer page before they use the WiFi. this protects the owner from some dumb ass that is watching porn while a family is next to them.

Would "allies", "buddies" or "group" be a better description than "gang"?

I think that pointing that there could be legal exposure is a reasonable suggestion for me to make to the customer. I regularly suggest that restaurants and bars open a discussion with BMI.

Are there any front ends or controllers that can manage the authentication? In this case there will likely be some house computers, along with BYOC.

Perhaps... Still doesnt change the fact that people play online games from the comfort of their own homes.

I suppose if there actually is one, might be good to inform the owner... Sure seems like something someone opening a "Cybercafe" should of looked into on his own though.

All kinds. Ruckus if hes got a big budget, and if not, Unifi can manage a portal easily for cheap.
