Ha ha. Probably, because they still haven't sent me an invite for my other internet account. Nor did I get a speed increase on that account too.

If you are interested, look at the email headers. The "FCC" or "Comcast" is probably using an economy mail server in Eastern Europe or South America.
I have a filter on my email account that catches 60 or so "urgent" messages about undelivered packages, credit reporting, overdue bills, fat burning tips, heart attack prevention, business opportunities, and lonely Russian chicks -- every day. Typically, there will be a blast of different messages, all from the same server, sent within a few minutes. Later in the day, virtually the same batch of messages is sent from another server. Curiously, this traffic is minimal on US holidays.
Likely what is happening is that someone is selling mailing lists to unsuspecting jobless types sitting in Internet Cafes as part of a get rich quick scheme. The schemer sells the list, then rents a bot network that spews out the messages. The middle man can make a decent living because there is an almost infinite supply of unemployed marks in the Cafes. In many respects it is a multi-level marketing scheme.
