I had the same issues with TWC.

Dumped the TWC phone service (which is a rip off) and replaced it with OOMA. Then replaced the antique TWC modem with a SB4121 modem, and a
Buffalo router.

No more problems, and my bill is $60.00 less per month.

Yeah, DNS can certainly cause site loading issues. I haven't experienced that in many years though - switched to OpenDNS the first time it happened on my ISP, and never looked back.
