Yes it could be an MX650. I described in my post how they would have done it. They save $50-$75 per remote over using the MX850 that was available at the time (and PC programmable). Totally not worth it but they certainly could have done it.

Yes, technilcally it could be. But someone would be a complete freaking moron to put together a system like that that could not be pc programmed.

Just saying the original poster was specific on the MX650 model number, so that is probably what was used.
And if you think about it, probably a bar or restaurant (he didn't say), you know how cheap these places are. So makes since that they would find some dealer willing to put themselves thru that, to get a lower bid in.

And in the end, it works fine. MX650 is only sending trigger codes to the MSC400. All the programming is in the MSC400 and can be changed there. Need to make a chart however, to know what set ID each LG is on. If one has to be replaced, it makes that a lot easier.
Only bad thing is if an MX650 goes down. Since they are discontinued, have to find a used one. And if it doesn't have that URC box to copy/paste the programming, that's another issue.

Well... that shoots my theory all to hell.
Was this a bar/grill? Gym? Something else?

The RS232 programming is still in the MSC400. MX-980 is just sending trigger codes to activate the program string in the MSC-400.

Yea sorry about that, sorry about over theorizing your brain, it's for a sports themed restaurant with TV's everywhere. So it seems like it is zoned, first button in main menu says TV 1-8, 2nd says TV 9-14, etc..., and on the 2nd menu you can select TV 1, TV 2... etc.

One handheld remote? Multiple handhelds? What else are you controlling (Cable boxes, players, video switches, etc.)

Do you have a currently working system or are you starting again from scratch? Modifying the system in a major or minor way?

Just one MX-980 controlling the whole system with an MSC-400. 23 TV's and 6 sat boxes. System is currently running perfectly.

I don't know if you are working on an older system with the MSC-400 but if the TVs have IP control it would seem easier to use an IP control system with a 24 port switch. Without being set up to be a Total Control dealer you could do it with CCGen2 by URC.

If you can control the TVs independently and there are at least 21 different set IDs then you need an RS-232 splitter/ distribution amplifier like these. I would check to make sure they all respond to different set IDs for all commands first before I went too far into this project.
