If you can remotely control a relay, you can control water flow. You can get a solenoid valve from any plumbing supply. You can even get a water-flow indicator or switch activated by water-flow. Although I've never purchased an electrically variable water valve, I know they're out there as well. Servo valves are another option. With a combination of these valves and indicators, combined with a simple processor, such as the Parallax Stamp 2 Micro Controller Module, the options are endless.
A simple interface is the Apogee VM201 Ethernet Relay Control Card; It controls and/or monitors up to 8 relays via web-browser with PC or mobile device.
if you're controlling potable water, valves and indicators should be properly rated .
