I have no idea what you infer? Our quotes typically include a prewire quote, usually to builder and paid by builder. Equipment/installation separate quote to homeowners.

No problem. We also often are requested to do drops where they MAY want a cam in future but don't want to pay for cam now.

 180 sounds about right for typical resi or small commercial.
That would be for Siamese and Cat5 prewire only, no termination since there is no equipment (DVR, PS, etc).
If I'm doing other Cat5 work as well, I would figure patch panel large enough to handle all the drops (data, voice & CCTV), but that would be separately priced anyway.
