I got the ir code file from anthem's website, but don't how to convert them to hex, is there any tool can do it?

Does your client broke after speding big buck on Anthem AVR?  Why not do RS232?

Makehex will help to convert what you have to HEX...

I think the problem is you don't have the preamble codes. Those are the hex commands, but without the preamble you can't convert that to something usable.

No, that's the signal construction, not the preamble.

I've already seen that file.

This is perfectly straightfoward  NEC1 IR protocl, device 133.106.  You could use MakeHex, or IrMaster.  In this case since the codes are all written in hexadecimal notation, the easiest is to use the Yamaha Pronto IR converter.  (Yamaha also uses NEC1.) Enter e.g. 856A 97.  Makes sure you include the space between the A and the 9.  You should get:
