old Panamax M5100-EX trigger question

I've got an old M5100-EX that has lived it's life with a 12v trigger from an AC-3 plugged into the back. I've disconnected most of the old equipment, including the AC-3. With the 12v trigger unplugged from the back of the Panamax unit, banks 2 and 3 shut off, and Ican't get banks 2 and 3 to turn back on. The user manual says:

Power Button
Press and hold for 2 seconds to turn Bank 2 and
Bank 3 outlets ON or OFF.
This switch is bypassed if
the rear panel DC Trigger
input is being used.

Am I missing something obvious here? The power button isn't turning them on, even with the trigger cable removed.

Sounds about right, they are pretty straight forward to turn on the other banks.
When good enough is not good enough.
