Sports bar has 18 TVs, and 8 different sources. Anyone have any idea of a component matrix that can handle that?

I'm a bit fuzzy on math. Wouldn't the alluded to device from Xantech be a 16 output device?

You are correct but it also has cat 5 output and component output for each zone.
This would allow him to use the same zone for other tv's without buying another unit. Typically the sports bars will want some tv's on the same thing.

Couple different ways you could go with our gear. Our Clarity Prowler can support 16 displays in one 2U unit. Since you only have 8 sources I'm guessing you are planning to have redundant sources on multiple displays.

The local RCA outputs mirror the CAT5 outputs on the Prowler. The short runs could be via mini RGB and the distance runs via CAT5. This would be cost effective and give you a ton of features.

You could get video to the other two displays via our Zektor Flex Amp (rack mounted distribution amp).

Zektor has drivers for all the major control manufacturers and we recently completed a certified driver for C4.

I've often used the Vaux electronics matrix switcher and they work just perfect. They have what you need.
