IR Connecting block with adjustable outputs?

Does anybody make an ir connecting block with adjustable outputs (screwdriver, not just high/ low jumpers). I know RTI has the ECB5, but I believe its an overall adjustment (all emitters). I know some rf receivers/ controllers (URC, RTI) have what I need but I can't find a standalone connecting block that can do it. Is this because of varying strength of incoming ir signals? If any knows of one available, please let me know. TIA
