Has anyone re-engineered the buttons found the PEP libraries in Paintshop or Photoshop?

Does anyone have any good tutorial on creating or re-engineering those buttons?

You mean drawing graphics? If that is the case, you might see David Shaw's document in the NG files section about how he draws a button.

Otherwise, can you please provide more information?

I really wish Philips had included the original graphic files, which are either Photoshop or Paint Shop I guess, in their software distribution.

They didn't, so I am wondering whether anyone re-created them in either Photoshop or Paint Shop.

I am graphic design challenged so I have been using the buttons found in the library, but at times I wish I could change the color or size of the buttons.

The buttons shouldn't be too hard to be made. But I don't think that would be necessary. Take the one you wish to modify, scale it in PS and add an adjustment layer with HUE/SATURATION. Check the colorize option. Now you can easily change the color of the button.
Best regards
