I have a HTPC and would like to control it with my MX-850.Would i also be able to power it on and off?

You'll need an infrared IR receiver. Pretty much the only way to get one of these is to buy an add-on remote kit. You will be able to turn off your PC, but power on will most likely not be possible unless the system was specifically designed for it (although you may be able to work with putting the system to sleep like a laptop).
