Is there software that helps you create nice buttons for remotes in custom sizes from images?

I used Copilot for my recent project, free for personal use.
For some tasks I used Powerpoint, and even Excel. The 2010 Office versions include a couple useful features such as removing background from images and the ability to save to .png.
Paint.net is a free, powerful drawing tool, which I also used, but I struggle with it because I don't understand how to work with layers, etc.
