I know these can be controlled with URC Products. Can someone tell me how the IR flasher is integrated under the cover? I have never put one in. I am pulling a piece of cat5 to the box, does the cat5 come in on the side of the electricians box? Or am I missing something? How do I sneak the flasher cable in?
I have read some old posts, but no one mentions where the cable comes in.
Greatly appreciated.

Most jurisdictions in the U.S. will not allow for cat5 (or other CM cable) in the same box with line voltage without a divider. The proper way to do this (again it's up to your AHJ) is to use the proper control cabling. Lutron has specific PELV control cabling suitable for this that is rated to 300 volts. One specific sku is GRX-CBL-346S-500...aka "lutron yellow". So, now you have the correct control cabling in the box with the line voltage...now what? The proper way to do this is NOT to break out the PELV cable into an emitter. Use a remotely located GRX-IRI that links to your Grafik Eye with the lutron yellow cabling. The two are then linked via their molex connectors for common, power and mux. You may then run your IR control cabling to the GRX-IRI for control, not the Grafik Eye...clean, up to code, no emitter bulge. Depending upon your Grafik Eye version this will be available and wired a specific way, check your model vs. the GRX-IRI for how to wire it up. Do it the right way.

Thanks for response. I appreciate people doing things the correct way.
Its a basement remodel is not getting inspected. I am trying not to buy a 500 ft spool of cable that I am only going to need 50 feet. Do you have any other suggestions?

Not really, other than contacting a local Lutron, Crestron, Vantage, etc installer and asking them if they'll sell or give you a 50' hank of wire.

I've done this dozens of time with Grafik Eyes:

Run a Cat 5 and tie wrap, clamp, duct tape (or whatever method you're comfortable with) to the bottom of the electrical box of the Grafik Eye.

After sheetrock and painting (when trimming out) I pull the Cat 5 out into the open and solder & tape (or heat shrink) an emitter onto a pair of the Cat 5 wires and tuck that connection an excess wire back into the wall cavity. I break off the shell of the ir emitter and tape the emitter diode to the IR receiver of the Grafik Eye (under it's face plate).

This scenario has worked many times for me in the past and it keeps the low voltage wire completely outside of the electrical box.

The only rub is that the diode causes a very slight bump in the Grafik Eye faceplate. But you can get creative with a dremel tool and do a little grinding on the GE, faceplate and diode to completely eliminate that too, if the bump bothers you.

However an alternative, would be to not sell anything by Lutron and use UPB which offers alternatives in controlling that don't require this. The bonus of this is you get to give the finger to Lutron, which is always satisfying ;)
