Volume Advancing 2 Steps Instead of One on MX-980

I have 2 TV's programed on the MX-980 from the IR database to the Hard Volume buttons and also programmed to the soft buttons. Pioneer PDP-5070HD and a Panasonic Plasma. When I press the Volume up or down (one press at a time) the volume advances 2 steps instead of one. I have an MX-950 and they both work perfect. I tried having the MX-980 learn from the MX-950 and it does not work correctly. I tried with the original TV remotes with no luck. I played with the repeat settings and that did not help.

I have noticed this problem and in general the buttons not being as smooth working as the MX-950's buttons. I have both remotes so I constantly compare them and the button feel and performance is different. I think it is not as good as the MX-950 and that should not be. If anything it should be better and user feedback of the MX-950 should have been looked at carefully before changing anything.

It wouldn't be a big deal but it happens on 2 different TV's and it works on the MX-950

Any Ideas on the volume problems.
