I'm programming and MX-880 and hoping to be able to turn off an apple TV by holding the "play" command (or is it "menu") for five seconds in a system off macro. Easy to do on an RTI but is this possible with a URC remote?

No can do. By the way 2.2 now has standby option in settings (in addition to press/hold play)...only if you could accurately replicate getting there 100 percent of the time. Control, lack thereof, is my biggest beef with appletv.
