I have a spreadsheet which contains RS-232 data for a discrete command that I need but haven't been able to find anywhere else (it's Onkyo's discrete command for "Late Night Mode Off"). Is it possible to use this information to create the command for a URC remote?

You can get IR to RS232 converters, or, buy the MSC-400.

What about converting it for use in the software? That's more what I was after.

It's not possible to convert or generate an IR code from rs-232 in the software.

Anybody have any ideas where I can find the discrete code I'm looking for then?
